Joint procurement was on an upward trajectory in 2024, which boosted the development of our operations. To achieve savings, we aimed to increase the use of our services and implemented several projects to develop cooperation with customers and contractual suppliers.
Managing Director’s review
The attitude towards joint procurement in both the Government Programme and the European Commission is fairly positive. In addition to making procurement more affordable, centralised procurement makes the operations more professional and sustainable. It is also seen as superior to decentralised procurement in terms of the prevention of corruption.
Key indicators
Several of our key indicators improved in 2024, which supports the target of achieving savings through more efficient public procurement. The share of the service fee returned to the low level of 2022, and hardware leasing services became a new joint procurement procedure in the top 3.
Hansel – central contracting authority for the public administration
Hansel’s business is divided into three areas: joint procurement; tendering services; and procurement development services. The central purchasing body promotes profitable public administration, high-quality public procurement and equal, non-discriminatory treatment of suppliers.
Growth Strategy Plus aims for savings
Hansel’s operations picked up speed in 2024, as the company’s owners set a new growth target that was more in line with the savings targets set out in the Government Programme. By increasing the volume of public procurement through Hansel, the benefits of centralised procurement can be realised in the form of savings.
Development of joint procurement
Both the number of joint procurement procedures offered and the use of joint procurement increased in 2024. In addition, a new procurement category for healthcare and social welfare services was established to respond to the customers’ needs. The first joint procurement in this category concerned housing services for disabled people.
Exploring cost savings in joint procurement
We carried out a development project to estimate the savings in euros achieved by using joint procurement. The starting point was the alternative cost method, i.e. we tried to estimate the alternative process costs and prices of procurement made through Hansel’s joint procurement compared to our customers realising the procurement themselves.
Compliance function five years
Ethical principles are connected to everything we do and are a competitive advantage for us, as well as an integral part of our corporate culture. Our compliance team monitors legislative developments and social debate, updates guidelines, supports the personnel in various issues, and receives and provides training.
Towards an excellent service experience
Hansel’s digital services have grown significantly in recent years, and our aim is to ensure that they will also be as easy and seamless to use as possible in the future. In line with our strategy, we want to provide the best digital service experience in the sector.
Lively cooperation in the Nordic countries and the EU
The exchange of experience between European central purchasing bodies was lively in 2024. Discussed themes included preparedness, the many aspects of sustainability, different procurement procedures and the need to achieve savings in public administration in different countries. The competence of Hansel’s employees was highlighted in several seminar presentations.
Live and online events
Historically, the events we arrange have been popular among our stakeholders, and 2024 was no exception. We arranged 65 events and received a total of over 6,000 registrations. Organised as a hybrid event, the Facility Day offered a series of interesting meetings in addition to the presentations. Interesting procurement topics were also covered in four webinars.
